On 3 November the official portal published order No. 3186-r of 3 November. It is one page long, has neither a breakdown nor a deadline, and is signed by the prime minister, M. Mishustin. In full, minus the letterhead, it reads:

“Minfin of Russia, in accordance with part 25 of article 14 of the Federal Law ‘On amendments to certain legislative acts of the Russian Federation, the suspension of certain provisions of legislative acts of the Russian Federation and on establishing the particularities of execution of the budgets of the budget system of the Russian Federation in 2026’, shall carry out in 2026 state domestic borrowings of the Russian Federation exceeding the upper limit of the state domestic debt of the Russian Federation, and the programme of state domestic borrowings of the Russian Federation for 2026, established by the Federal Law ‘On the federal budget for 2026 and for the planning period of 2027 and 2028’, in a volume of up to 1000000000 thousand roubles.”

One thousand million thousand roubles is one trillion roubles. The government has instructed its finance ministry to borrow past a limit written into its own budget law, and has set the size of the breach itself.

What the trillion is measured against

The brief behind this piece could not answer that question: the 2026 budget law is a 195-megabyte scan of 5381 pages, and two attempts to download it had failed. We retrieved it in this session and read article 1 directly. The law — No. 426-FZ of 28 November 2025, passed by the Duma on 20 November and approved by the Federation Council on 26 November — bases the 2026 federal budget on forecast GDP of 235,067 billion roubles and inflation of no more than 4.0%:

article 1, part 1thousand roubles
revenues40,283,269,170.5
spending44,069,704,164.5
upper limit of domestic state debt at 1 January 202737,436,192,859.5
deficit3,786,434,994.0

The deficit line checks against the two above it exactly: 44,069,704,164.5 − 40,283,269,170.5 = 3,786,434,994.0. That is a planned deficit of 3.786 trillion roubles, 1.6% of the forecast GDP.

Against those two numbers the trillion resolves into two very different readings. Set against the stock of debt, it is small: 2.67% of the 37.436-trillion ceiling, which would become an effective 38.436 trillion if the whole authorisation were used. Set against the year's flow, it is not small at all. One trillion roubles is 26.4% of the entire deficit the budget law planned for 2026 — a quarter of the annual gap, added as borrowing authority eleven months into the year.

The clause that did not exist when the budget passed

The order rests on part 25 of article 14 of the law on budget execution in 2026. That law is No. 431-FZ of 28 November 2025, passed the same day as the budget. In the text as passed, article 14 has no part 25. It ends at part 20, and article 15 begins on page 36 of the official scan; we read both pages.

Part 25 arrived seven months later, in No. 195-FZ of 26 June 2026. Its article 5 opens: “Introduce into Federal Law No. 431-FZ of 28 November 2025 … the following amendments”. Item 5 of that article is headed “in article 14”, and its sub-item д reads “supplement with parts 21–30 as follows”. Part 25 is one of the ten:

“25. Establish that in 2026 the Government of the Russian Federation has the right to take decisions on carrying out state domestic borrowings of the Russian Federation exceeding the upper limit of the state domestic debt of the Russian Federation, and the programme of state domestic borrowings of the Russian Federation for 2026, established by the Federal Law ‘On the federal budget for 2026 and for the planning period of 2027 and 2028’.”

There is no number in it. The law grants the power to exceed the ceiling and sets no limit on by how much. The trillion in the order is not a statutory cap the government ran up against; it is a figure the government chose and wrote down for itself.

The capped twin on the previous page

Part 25 has a neighbour, and the neighbour is the reason this matters more than a single number. Part 24 appears on the previous page of the scan. Added by the same sub-item of the same article, it grants a power that sounds almost identical:

“24. Establish that in 2026 the Government of the Russian Federation has the right to take decisions on increasing the volume of domestic sources of financing the deficit of the federal budget exceeding the upper limit of the state domestic debt of the Russian Federation established by the Federal Law ‘On the federal budget for 2026 and for the planning period of 2027 and 2028’ within the limits of the balances of funds in the single treasury account.”

Same breach of the same ceiling — but bounded by cash the state already holds. When this power was reported in May, before it was enacted, it was described in exactly those terms: limited to the balances in the single treasury account. That description was accurate about part 24. It was not the clause the government used.

Order 3186-r cites part 25. The difference between the two is the difference between spending cash the state already holds and going to the market for money it does not — and between a limit the law sets and a limit the borrower sets.

Why a quarter of the year's deficit is being added in November

Because the deficit the law planned is not the deficit that materialised. Our own reading of the finance ministry's monthly execution figures puts the federal deficit over the twelve months to September 2026 at 7,342 billion roubles, or 3.2% of GDP.

The budget law planned 3,786 billion for the whole of 2026. The rolling year to September already ran at 1.94 times that.

A gap that size can be filled from only three sources: revenue, the liquid part of the National Wealth Fund, and debt. When a government puts in writing that it will borrow past the ceiling in its own budget law, it is saying the first two did not stretch far enough. The bill arrives twice — once now, as cash for this year's spending, and again in the years after, as the cost of servicing debt contracted at the rates of late 2026, which comes out of the same budget. How the deficit is covered, link by link, is set out in our guide to the deficit.

What this document does not establish

An authorisation is not a placement. The order sets a ceiling of up to 1 trillion; how much of it Minfin has actually placed is reported separately by the ministry, and this document says nothing about it.

Nor can we tell you that this is the first such order of 2026, and we are not going to imply it. Government orders without their own titles — and this is one — are invisible to a search of the official register by name, and the scans carry no text layer to search by content. If 3186-r is not the first, the number that matters is the sum of all of them, not this one. Until someone enumerates every federal order of 2026, that sum is unknown.

What the documents do establish is a sequence. A budget law in November 2025 set a domestic debt ceiling of 37.436 trillion roubles and a deficit of 3.786 trillion. A second law the same day set the rules for executing it, and its article 14 stopped at part 20. In June 2026 ten new parts were added to that article, two of which let the government breach the ceiling — one capped by the cash in the treasury account, one capped by nothing. In November the government invoked the uncapped one, for up to a quarter of the deficit the original law had planned for the year.
