Russia's oil and gas revenue indicator tracks the rolling 12-month real value of oil and gas receipts into the federal budget, deflated to 2021 prices and measured as a level against the pre-war baseline rather than as a year-on-year growth rate. A growth rate can say a lot has changed since last year without ever answering whether revenue has recovered to where it stood before the war; a level answers that directly. The finance ministry publishes the figures cumulatively from the start of each year, so each month's contribution is calculated as the difference from the month before. The indicator is scored against two registered anchors: 100 marks the 2021 total in real terms; 0 marks half of it.
