On 9 October the government published order No. 2851-r. We read the two-page document, signed by Mishustin, in full this session. It allocates 134,062.5 thousand roubles — 134.1 mln — from the government's reserve fund to the budget of the Belgorod region. The operative text gives the reason: damage to electric-power facilities in the city of Belgorod in January–February 2026 "as a result of shelling by the armed forces of Ukraine".
Five days separate this order from the previous Belgorod funding document — the 2.81 bn rouble debt write-off of 6 October. That order never mentioned the war; only the prime minister's spoken remarks stated the purpose. This order reverses the pattern: the sum is less than a twentieth of that write-off, but the signed text names and dates the cause.
What the order says
The money goes through Minstroy, the Ministry of Construction, Housing and Utilities, as "one-off financial assistance" — a subsidy from the federal budget to the regional one, co-financing the region's expenditure obligations "at a level not exceeding 99 percent". The obligations arise from "measures to stabilise the situation in housing and utilities". One long clause states the reason:
"…with a view to compensating part of the income losses (additional expenses) arising from incidents in the city of Belgorod in January–February 2026 in which shelling by the armed forces of Ukraine damaged electric-power facilities, disrupted consumers' electricity supply and led to emergency recovery work…"
Then the split, to the last hundred roubles:
- 90,558.3 thousand — compensation for part of the income losses (additional expenses) of 19 organisations;
- 42,512.5 thousand — subsidies passed through the regional budget to the local budgets of 4 municipalities, reimbursing their spending on emergency recovery work;
- 991.7 thousand — reimbursement of the regional budget's own spending on the same works.
The three parts add exactly to 134,062.5 thousand. Point 2 gives Minstroy 30 calendar days to conclude the subsidy agreement and makes it responsible for ensuring the money is used as intended. Its report to the government is due by 1 February 2027 — almost a year after the damage.
A priced budget line is rare
Across the documents reviewed for this series, federal money reaches war-related costs in border regions under other labels: gas-bill penalties waived with no sum attached, an insurance reserve opened for border-region clinics with no damage named, and a debt write-off whose war purpose appeared only in an oral statement. The usual pattern is an emergency with no named party responsible, and money with no stated cause.
Order 2851-r does the opposite. It gives a named cause, a defined period, an exact count of organisations and municipalities, and a federal price precise to the hundred roubles. The war damage appears as an ordinary budget line, as a flood or a collapsed bridge would. That is what makes a 134 mln rouble order — small in federal terms — worth an entry in this series.
The price has a narrow scope, and the order says so. It compensates part of the income losses of nineteen organisations and reimburses recovery work in four municipalities and the region's own spending on that work — all for incidents in the city of Belgorod over two months. It is not an estimate of the damage, only the federal share of specific recovery work already completed.
Who pays
The co-financing level — "not exceeding 99 percent" — leaves the region carrying at least one rouble in a hundred of these costs. Up to ninety-nine come from the government's reserve fund, a discretionary pot within the federal budget. The sequence matters: the shelling was in January and February, the order came in October, Minstroy has 30 days to sign the agreement, and the final report is due next February. More than seven months passed between the last of the incidents and the federal money that names them.
What this means for the series we track
The consolidated regional budget balance stands at a deficit of 1.466 trillion roubles over the rolling year, scoring 33 of 100 against the 2021 surplus of 0.661 trillion and a registered trouble line at a 2.5 trillion deficit. The budget deficit, % GDP (annualized) stands at 3.2% of GDP over twelve months, scoring 66 against the 2021 surplus of 0.34% of GDP and a trouble line at 10%. An order worth 134.1 mln roubles moves neither reading — against a 7.3 trillion rolling federal deficit it is rounding error.
What it documents is the channel in its clearest form yet: physical war damage in a border region, priced by the federation and paid almost entirely from the federal budget. Our guide to the regional balance explains the pattern: the costs of the war's consequences do not stay where they land. The strength index is 46.5 of 100, in the stress zone. This morning's update moved no reading.
